May I ask you why you are looking for developers from Russia, Ukraine, Belorus or India? I may be wrong but it looks as if you are outsourcing some work to these countries. I read you blog regularly and you always have always voiced your strong opinions against outsourcing.

I am against the outsourcing as it's implemented here in the USA, which makes it a lot more expensive that in all these report that usually include cheap hourly rates of the overseas programmers.

But I'm for outsourcing when I cherry pick and personally manage good (and only good) developers living overseas. I work with smart people, and use the fact that their cost of living is cheaper to my advantage. The compensation of these developers is not dirt cheap, but definitely lower than in the USA.

So essentially, you favor outsourcing when it benefits your bottom line. nice

Just to stir the pot a little, but I noticed that you did not include our Chinese friends - and they kinda make up one third if not more of the developers here. ;-)

I did not know that China is into outsourcing. I was pleasanly surprised to learn that Mexico is entering this market and I know a Fortune 100 firm that uses them.

But Yakov, you are looking for one individual not a company. Given the number of working Chinese programmers here that are relatively fresh of the boat, it would be safe to assume that there is a whole bunch them back in China... Again, just stirring the pot.

Gee Yakov, I too noticed some inconsistency in your request and what you have preached in the past. I was expecting you to say that the customer was located in these areas and that's the reason for requiring a resource there. If you are really looking for cheap labor, that's your choice (although seemingly hypocritical). If you are looking for the best candidate, I would suggest keeping your choices open. If money and cost are the true criteria, it's probably an oxymoron to indicate, "Junior developers will not be considered." Good luck with your search and perhaps post back concerning your experience.

I'm looking for qualified labor. It's very hard to find in America given the budget we have. I do not see anything hypocritical in my writings. I hate to see how American corporations burn money on outsourcing while lying about saving money there. We do not do this. We hire INDIVIDUALS from overseas and we manage them tightly.
